In the 127th General Assembly, Luckie served as the Third Vice President of the Ohio Legislative Black Caucus, and also as treasurer of the OLBC Foundation. In the 128th General Assembly, Speaker of the House Armond Budish named Luckie chairman of the Ohio Controlling Board, and Vice Chairman of the House Education Committee. He was also the OLBC Foundation secretary.
